The technical conditions for an energy storage system define the requirements for the connection of the energy storage installation. However, project planning requires a broader set: an application with appropriate attachments, a contract, fee calculation, project decisions and completion documents. The purchase of a battery or the receipt of technical specifications by themselves do not mean that the facility is ready to work with the network.
This material will help you collect input data, check the received package and make a budget without missing work. It concerns the preparation for the connection service. If the storage system is planned to be installed inside an already connected enterprise, first check the conditions of installation of ESS at an existing point: a different procedure applies there, subject to appropriate prerequisites.
What the technical conditions, contract and project describe
Technical conditions set out the technical requirements for connecting the installation to the grid. The connection contract defines the parties’ obligations, allocation of work, deadlines and payment arrangements. The technical conditions are an integral part of that contract. The project documentation details the decisions by which the corresponding works will be performed.
These documents should be read together. For example, the requirement for protection in the technical specifications should turn into a specific design decision, and then into a defined scope of purchase, installation and inspection. If the responsible executor is not established, the position may remain outside the estimates of both parties.
Separately distinguish between the preparation of technical conditions by the operator and the paid connection service. Free issuance of technical specifications does not mean free construction of networks or storage integration. At the same time, the account of a third-party consultant for support should not be confused with an regulated connection fee.
Prior to the application, determine the appropriate operator: the distribution system operator (DSO) or the transmission system operator (TSO). Procedures and forms of documents differ. The sequence of the entire process is explained in the material on connecting ESS to power grids; below we will focus on the content of the package and its verification.
What data to collect before submitting an application
Start with a valid application form for the selected operator and procedure. Do not use the kit of a neighboring company as a universal sample: the owner, site, voltage, circuit and the need for additional justification may differ. The formal list of application attachments is checked against the applicable order, and the working file of the project can be more extensive.
- Applicant and representative. Check the details of the party to the contract and the authority of the person signing the application. The name of the equipment owner must match the selected project model.
- Plot and rights. Collect documents regarding the use of the relevant property, address, plot data and graphic materials. Agree on the designation of the facility in different documents.
- Installation parameters. Describe the nominal power, voltage, auxiliary consumption, planned import and export. Add information about consumers and generation that will work simultaneously.
- Point and scheme. For the existing object, prepare the documents of the existing connection; for a new one, mark the suggested location and predicted point. The final decision depends on the procedure.
- Sequence and justification. Indicate the stages of introduction. Check the need for a feasibility study, abbreviated TEO, and approval of a technical solution specifically for your case.
This is a list of data groups for preparation, not a statement that each named document must be attached to any application. The need for consents, special materials and feasibility studies is established for specific legal and technical conditions.
Specify import and export power separately. Do not write the battery capacity instead: kW and kWh describe different values. If necessary, first analyze the ESS power and capacity, and only then check the application fields and the specification.
Before sending, create a description of the set: file name, date, version, number of pages and signer. Check the legibility of the drawings and the correspondence of the numbers in the application, the diagram and the technical description. Save the version you just sent. This will make it possible to respond objectively to remarks, and not to restore from memory which document the operator received.
How to check received technical conditions
Compare the documents with the original task item by item. Do the address, applicant, point, voltage and power of both directions match? Is the planned phase displayed? Are solar generation and other electrical installations taken into account? It is better to find out the identified discrepancy before ordering equipment that depends on these parameters.
Mark the limits of the operator's and the customer's work. Separately check the line part, internal networks, protection, automation, communication and metering. For each requirement, determine who designs, who executes, who pays and with what document confirms the result. The word "turnkey" in the proposal does not replace this distribution.
If flexible connection is considered, do not combine guaranteed and non-guaranteed capacity into a single available amount. Check the limiting conditions, control requirements and, if provided, transition to another mode. They affect both the equipment and the expected scenario of using the storage system.
Check the parameters of the selected kit with the technical documentation of the specific version. In the section ONG Solar equipment you can go to the relevant categories and manufacturers. The presence of a category or model in the catalog does not confirm the fulfillment of all the requirements of your technical specifications.
How to control deadlines without false promises
There is no single deadline for all ESS projects. The duration depends on the operator, the procedure, the parameters of the facility, the scope of work and the fulfillment of prerequisites. Differentiate between the time of application processing, document preparation, design, construction and actual connection. The term of one stage is not the term of implementation of the entire project.
- 1. Define an eventThat triggers the countdown of a specific term under the applicable order or contract.
- 2. Record proofRegistration of package, receipt of document, execution of payment or other prerequisite.
- 3. Control dependenciesComments, revisions, approvals and work on which the next phase depends.
For each control date, note the unit of reference: business or calendar days. Specify the person responsible and the documentary basis. If the count is related to a full package or an advance, the date of the first letter will not always be the correct start date. Keep the operator's remarks together with the answer and confirmation of its submission.
Separately keep the term of validity of the technical conditions and the contractual obligations, which depend on the further effect of the agreements. The internal battery purchase schedule does not automatically renew them. If the calendar changes, check the procedure for making changes, and do not limit yourself to a verbal agreement with the performer.
In the work plan, it is useful to have three different marks: due date for the document, team forecast and time reserve. Thus, the transfer of the internal forecast will not hide the delay of the contractual obligation. The reserve is planned for specific dependencies, and not as an arbitrary percentage of the entire schedule.
What does the connection budget include
The cost of connecting an energy storage system must be distinguished from the full cost of its installation. Operator fees, storage equipment and work on the customer's side have different basis of calculation. The assessment requires a valid methodology, point parameters, an agreed distribution of work and actual proposals of the performers.
| Content | What to find out | Where to record |
|---|---|---|
| Connection fee | Calculation parameters, applied procedure, scope of service. | Operator calculation and contract. |
| TEO and design | Necessity, executor, project limits and approval. | Task and contract for work. |
| Networks and site | Line part, internal networks and site preparation. | Project, estimate and division of responsibility. |
| Storage and integration | Assembly, protection, control, communication, installation and configuration. | Specification and agreed scope of supply. |
| Commercial metering | Composition of a separate service, equipment, executor and inspection. | Metering scheme and corresponding offer. |
| Testing and completion | Inspection program, supporting documents and open works. | Acceptance plan and contractor contracts. |
The service for arranging commercial metering is not included in the connection service. Check it as a separate line even when the equipment supplier has included the meter in the specification. The device itself does not yet describe the entire service, scheme and necessary design.
Compare offers with the same composition of works and clear indication of taxes. If a certain item is included in the total, mark it so that you do not pay another contractor for it again. Keep unspecified works visible as open questions, rather than equating their value to zero.
For payments, make a separate calendar with the amount, basis, term and condition of the next step. Check whether the final calculation changes after the project is clarified and how it is processed. Do not carry forward interest from another offer: the terms of your contract, agreed with the applicable rules, are required.
What to check before payment and purchase
Prepare a summary of solutions: approved configuration, agreed scope of each party, deadlines, payments and list of open issues. Add links to versions of documents in the internal archive. This is a working tool of the team, which helps not to confuse the previous proposal with the current agreement.
Illustrative example: the supplier included the metering cabinet in the kit, and the contractor separately noted the "metering arrangement". This is not necessarily a duplication. Compare whether it's equipment, installation, inspections or clearance. Only after specifying the scope can you exclude a repeated position or add an omitted one.
If the storage is planned together with a new solar station, solar power plant design can be discussed for the solar part. Define the composition of work related to ESS, network agreements and legal support separately in the task and the contract.
After the installation, they check the implementation of the technical specifications, the prescribed tests, metering and registration of the completion of the connection. In your own registry, separate the readiness of equipment, the performance of network work, and the readiness of documents. A signed battery invoice confirms delivery, but does not close all these stages.
Distribute the open questions according to their influence on the decision. An uncertain point or power may change the technical configuration; the missing cost of a separate service changes the budget; a non-agreed work window changes the schedule. For each issue, assign a person responsible and the next action. This way, the team can see what exactly is preventing them from proceeding to procurement or performance of work.
